Diakonia Came Back. Assisted CPBC-DM & 5 Other NGO’s in Panay & Manila
In 1995, Mrs. Els-Marie Carlbacker, Diakonia’s Asia Representative in Chiang Mai, Thailand came. We met. She asked me to help her find some NGO’s in Panay that will serve as partners with Diakonia’s development works.
We went together visiting some NGO’s. She met their Directors or Officers in Charge and have some conversations. She did not talked about her or Diakonia’s interest with them. She asked of their involvement. The base of and extents of their operations. The Visions. Their organziaions objectives. What they were doing now. I just sat down and listened.
We visited several NGO’s in Iloilo. We visited, West Visayas Ecumenical Council (WVEC). We visited Iloilo Code NGO and another group. We visited an NGO in Sara, Iloilo. We visited Carles Multi-Purpose Cooperative.
In Aklan we visited three NGO’s including Rosal Ortega Multi-Purpose Cooperative. CPBC-DM was earlier targeted part of the new group. Knowing that the new projects to be involved all needed Legal Pesonalities, we organized Alternative Resource Development Center, Inc. (ARDCI). It was the newest NGO in the group.
That time, Diakonia was working with Philippines Alliance for Human Rights Advocates (PAHRA) and Institute for Political and Political Affairs (IPER), in Manila.
Because of CPBC’s previous relations, Diakonia came back with the new CPBC leadership. They would like to start new partnership with CPBC and some NGOs in Panay.
By this time, 1994-1997, Dr. Domingo Diel, Jr. was the President of the Convention of Philippine Baptist Churches. Rev. Nathaniel Fabula was the General Secretary. DIAKONIA was working with development partners that were with the grassroots - poor, weak and struggling people - of different communities. After, some consultations, DIAKONIA decided to partner with the CPBC-Development Ministries, headed by Mrs. Feraz Legita, Director, serving Panay on community organizing and livelihood assistance;
Carles Multi-Purpose Cooperatives (CMPC), headed by Dr. Elvira Bernal, based in mainland of Carles, Iloilo. CMPC was serving poor farmers and small fishermen with education, skills training, community organizing and livelihood assistance.
Rosal-Ortega Multi-Purpose Cooperatives (ROMPC), headed by Mr. Giovanni Iguiz and Pastor Domingo Bernal were serving upland farmers in Libacao, Aklan. They assisted farmers with new farming technologies. With assistance from Bromma Baptist Churcn in Sweden, the organized upland people to plant trees on the mountains to fight erosions and landslides. They have started to work with farmers planting abaca in near their homes.
The Iloilo Caucus of Development Non-Government Organizations, Inc. (Code NGO), headed by Mr. Emmanuel Areno, Executve Director was serving several municipalities in Iloilo for political and electoral education.
The Institute for Political and Electoral Reforms (IPER), headed by Mr. Ramon Casiple, Executive Director was working to enhance democracy thru political and electoral reforms. IPER was based in Manila.
Alternative Resource Development Center, Inc. (ARDC), headed by Pastor Rudy Bernal, was doing political and electoral education thru seminars and workshops. They expanded its ministry, with printing and publishing pamphlets and small books and tape recorded materials of “Hour of Discovery” broadcasts on Cassette Tapes and CDs for distributions to pastors, community leaders and ecumenical groups.
These were the projects of CPBC and 5 NGOs in 1995 -2006 that were supported by DIAKONIA.

These different programs supported by DIAKONIA helped greatly in strengthening the developments and advocacy works, assisted in advancing the skills trainings and livelihood assistance. It helped much in the strengthening the local governments and enhanced democracy thru electoral educations and Electoral Reforms.
Hour of Discovery was one of the most listened religious radio program in the Western Visayas. The Convention Baptist church members were our mainstay. Farmers association, labor unions, fishermens groups, stores that sells Jaz Cola listened to our program. The many members of militant groups, even some of those in the underground movements were listening to “Hour of Discovery” in Negros Occidental, Panay, Palawan, Masbate, Romblon and Mindoro.
One of our listeners who called on his friends to listen to “Hour of Discovery” was Pastor Sam Antonio, who was with the NPA in Southern Negros during that time --for 11 years.
